VLT means how much light gets through

At 35% VLT, 35 out of every 100 units of visible light pass through. This does not mean 35% heat rejection. A lower VLT looks darker.

Measure the combination

The limit applies to glass plus film. A film labelled 35 can give a different finished reading on already tinted glass. Ask for the completed glazing to be checked.

Special vehicles need a separate check

Factory privacy glass, special vehicles and exemptions need the full bulletin and, where applicable, written approval. Do not apply the passenger-car summary to every vehicle.
